More changes are seen in New York City as the coronavirus pandemic eases and businesses start to reopen throughout the city. After Flor de Mayo restaurant manager, Jose Chu, witnessed a child in front of his restaurant almost being hit by a bicycle, he bought two plastic speed bumps and installed them in front of his business. Flor de Mayo is located on the Upper West Side on Amsterdam Avenue between 83rd and 84th Streets. Bicyclists are constantly zipping in front of the restaurant with bikes and e-bikes at extremely high speeds.
According to Chu, although speeding bicyclists “are an accident waiting to happen,” Upper West Side bicyclists are pretty quick to denounce the speed bumps on social media and call them “an accident waiting to happen.” A bicyclist tweeted a picture of a new speed bump and commented that her bicycle jolted as she went over it. Other bicycle advocates followed up on the post, asking officials to remove them. The NYC Department of Transportation quickly got involved and asked Chu to remove the bumps within 24 hours. The City employee told Chu the speed bumps were illegal and posed a dangerous risk to bicyclists. He said restaurant owners could only use signs asking bikers to slow down.
Although bicycle lanes in dining areas pose a risk and danger to outdoor dining patrons, installing unauthorized speed bumps in a bike lane can also place restaurant owners at risk of a bicycle accident lawsuit.
